The Raleigh-Durham Airport Authority is exploring options for creating a recreation and wellness destination on 136 acres of airport land near Aviation Parkway and Interstate 40.
The airport is working with developer Pacific Elm Properties with the goal of creating a unique destination that serves the community, respects the natural character of the site and generates revenue for the airport.
Potential features of the recreation and wellness destination include water sports, land sports, family-focused activities, retail, food and beverage establishments, and lodging.
Public Workshops
The Airport Authority and Pacific Elm Properties gathered community input and ideas to shape the future of the site at a series of three public workshops. These informal, drop-in events included stations where attendees had the opportunity to learn about the project, ask questions and submit feedback and ideas to the project team.

Where is the property?
Why is the Airport Authority interested in creating a recreation and wellness destination on its property?
The Airport Authority is required to generate its own income to develop and operate RDU. It does not have the authority to collect taxes from the community to fund the airport. Revenue is generated in a variety of ways, including through agreements with airlines, parking fees, concessions and leasing airport land for non-aviation uses. The Federal Aviation Administration requires airports to get fair market value for their property.
As RDU continues to grow, the Authority must create new revenue streams. Income from projects like this will help fund critical improvements like a new runway, an expanded terminal and an improved roadway system at RDU.
The Authority sought development proposals that would generate important revenue for our expanding airport but also complement the natural surroundings of the property and consider recreational users.
What types of amenities could be included in the development?
The Airport Authority seeks to create a unique destination that serves the community and region, respects the natural character of the site and welcomes recreational users. Potential elements of the development may include outdoor recreational amenities, food and beverage establishments, lodging and event space. Final decisions on the development have not been made, and we welcome the community’s input and ideas.
How has the community’s input and feedback been heard?
The Authority and Pacific Elm Properties hosted public workshops in August, September and October 2025. At the first two workshops, attendees learned about the project and provided input on potential features such as water sports, land sports, family-focused activities, retail, food and beverage establishments, and lodging. At the third workshop, people had the opportunity to review potential concepts, ask questions and provide feedback.
How did the Airport Authority select Pacific Elm Properties as the preferred developer for the project?
The Authority sought proposals for the development through a Request for Information process that began in July 2024 and a public input meeting held in January 2025. Pacific Elm Properties was chosen as the preferred developer for the project as it shares the Authority’s vision of building an innovative destination that serves our region and supports our airport.
Has a final plan for the recreational and wellness destination been approved?
No. The Authority and the developer have committed to working together toward developing and agreeing upon a final plan for the site.
What are the next steps for the project?
Following the completion of three public workshops held in August, September and October 2025, the Airport Authority and developer Pacific Elm Properties will be working together on a term sheet and development agreement before project design can begin.
