Disadvantaged Business Enterprise (DBE) and Airport Concessions Disadvantaged Business Enterprise Programs (ACDBE) Programs
The Raleigh-Durham Airport Authority has established the Disadvantaged Business Enterprise (DBE) and Airport Concessions Business Enterprise (ACDBE) programs in accordance with regulations of the U.S. Department of Transportation (USDOT), 49 Code of Federal Regulations (CFR) Part 26 and 23. It is the Airport Authority’s policy that DBEs shall have the maximum opportunity to participate in the performance of contracts, and that ACDBEs shall have the maximum opportunity to participate in the performance of concession and management services contracts.
The Raleigh Durham Airport Authority (Authority) administers the following programs designed to ensure the active participation of small businesses in its contracts and procurements:
- To ensure nondiscrimination in the award and administration of USDOT-assisted contracts.
- To create a level playing field on which DBEs can compete fairly for USDOT-assisted contracts.
- To ensure only firms that fully meet the eligibility standards set forth in 49 CFR Part 26 are permitted to participate as DBEs.
- To help remove barriers to participation of DBEs in USDOT-assisted contracts.
- To assist the development of firms that can compete successfully in the market place outside the DBE program.
- To provide appropriate flexibility to recipients of federal financial assistance in establishing and providing opportunities for DBEs.
The DBE Goal for FY 2011-2013 is 17.5 percent. The ACDBE Goals for FY 2011-2013 are: Car Rental, 15.4 percent and Non-Car Rental, 26.6 percent. Read more about our DPB Program Policy and Goals (1MB PDF).
The Airport Authority shall award contracts without regard to race, color, sex, or national origin. The Airport Authority shall not, nor shall it require its contractors to, award contracts or subcontracts to or to make purchases of materials or equipment for DBEs who are not qualified and who do not submit the lowest responsible bid(s).

Historically Underutilized Business Program
The Airport Authority has determined that it is necessary to establish and maintain a historically underutilized business (HUB) participation plan to encourage equal opportunity for HUBs to compete for employment as contractors, subcontractors, suppliers and service providers.
- Register in the RDU Vendor Database
Small businesses interested in receiving upcoming contract notifications should register in RDU’s Vendor Database. Firms can complete a Vendor Information Profile.
- Apply for Small Business Certification
Raleigh Durham Airport Authority actively supports and encourages the participation of eligible small businesses under the following small business certification programs.
- Monitor RDU.com for business opportunities
- Attend Pre-Bid Meetings for Projects of Interest
Pre-bid meetings provide an opportunity to learn more about the contract specifications, meet the Contract Administrator, and network with primes and sub-contractors interested in the same contract.
- Contact and remain in contact with Prime Contractors and RDU Contract Administrators
Contractors are listed on the project plan holder's list and should be contacted for partnering or subcontracting opportunities.
